Summary of publication
This document presents the strategic setting, goals, program description and implementation plan for J-PAL SEA Phase I (2012-2017). This phase focused on understanding the institutional arrangements that foster interactions among citizens, firms, and the state. It also focused on evaluating and improving the effectiveness of anti-poverty programs, and on identifying ways to improve the pro-poor targeting of programs like conditional cash transfers.
