Description

This is an independent evaluation report of the Media for Development Initiative (MDI) and joint management response from the Australian Agency for International Development (AusAID), PNG's National Broadcasting Corporation (NBC) and the Australian Broadcasting Corporation (ABC).

MDI has been operational since January 2005. Its goal has been to support an open and democratic media that gives voice to all PNG citizens, provides nationwide access to information and culture, and delivers development content for the benefit of the people. There have been two phases to MDI. The first phase of the initiative, which was completed in 2006, supported media-related organisations and NGOs to address the challenges of 'access', 'content' and 'voice'. The second phase, which commenced in July 2006 is due to finish in June 2012.

In late 2011, AusAID commissioned an independent evaluation to access MDI and recommend activities that could be implemented under the existing initiative or a new one. The evaluation focused on the period July 2010 to February 2012 since the last independent evaluation and assessed the initiative against five OECD-DAC criteria and three AusAID criteria for evaluating development assistance (i.e. relevance, effectiveness, efficiency, impact, sustainability, monitoring and evaluation, gender equity, and analysis and learning).
