Philippines Response to Indigenous and Muslim Education: Independent Completion Review Report

Summary of publication

This Independent Completion Review (ICR) evaluated implementation of the Philippines Response to Indigenous and Muslim and Education (PRIME) program implemented over 2011-2014. The ICR also gathered lessons learned and made recommendations to Department of Education and DFAT on effective strategies to improve inclusive education, specifically in the context of Muslim and indigenous learners.

PRIME is a collaborative effort of the Government of the Philippines (GoP) and the Government of Australia (GoA) to respond to specific challenges of disadvantaged Indigenous Peoples (IP) and Muslim communities in the Philippines and to ensure that these communities have equitable access to quality basic education. The ICR found that PRIME was effective in achieving objectives of increasing demand for education by Muslims and IP groups and improving Department of Education's capacity to deliver education. PRIME contributed to better access to culturally-responsive learning opportunities for 107,414 IP and Muslim learners through the conduct of over 600 school-based projects and 110 community based projects.
