Summary of publication

This design document describes the context and reasoning for Australian Government's involvement in the Philippines-Australia Public Financial Management Program (PFMP). This program is a long-term partnership between the Australian Government and the Philippines Government that reflects the long-term nature of improving public financial management systems. It is designed as a ten year flexible program implemented in two five-year phases. The overall goal of the program is improvement in the efficiency, accountability and transparency of public fund use in the Philippines to enable better service delivery.
