Description

The QAE rates the Vanuatu Legal Sector Program Design 'very high quality' (6) for relevance, and analysis and learning, and 'good quality' (5) for effectiveness, efficiency, monitoring and evaluation, sustainability and gender equality.

The QAE recommends actions to ensure the design incorporates police cooperation between Vanuatu and Australian police. It recommends that the design team ensure the design supports a genuine partnership in law and justice, with resources planned and allocated considering relative law and justice priorities. It suggests the design team improve the design to require efficient and effective management, including an exit strategy, monitoring and evaluation. It also recommends more work so the design will support gender equality, an end to violence against women, and be clear about what the program will do regarding kastom law.
