This document articulates areas of support from the Secretariat of the Pacific Community to Fiji to meet its national development priorities 2010–2014, including development challenges, sectoral policies and gaps, and agreed SPC activities and planned outputs by year.

The Joint Country Strategy describes planned activities of the Secretariat of the Pacific Community in Fiji (mainly in 2010–2012) based on its analysis of challenges, policies, plans and related activities in eleven development sectors. Annex 1 provides a detailed plan of SPC activities to improve/achieve:

  • law and order, including how the courts operate and people's access to justice
  • accountability of the public sector and civil society capacity to influence governance
  • access to information and competition in telecommunications
  • access to sustainable livelihoods through enterprise development, competitive exports and food security
  • economic growth through economically and environmentally sustainable management of resources including land, fish, forests, minerals and energy
  • access to services and markets through safe and sustainable transport
  • access to continual safe drinking water and sanitary waste disposal
  • access to education for all
  • access to quality, affordable and efficient health services for all
  • protection and management of culture and heritage
  • national resilience to disasters and adaptation to climate change
  • equality of opportunity and access to basic services, livelihoods and markets for people living in rural and outer islands
  • methods and quality of service in producing and disseminating development statistics.
