Summary of publication

This Independent Progress Review (IPR) evaluates implementation of the Technical Assistance Facility for Social Protection Reforms (TAF) over the period 2011 to 2013. The IPR assessed the performance of the TAF, and made recommendations to the Department of Social Welfare and Development (DSWD) and DFAT to extend the duration of the Facility, and revisit the design framework, program management and governance arrangements.

The TAF serves as mechanism to coordinate and harmonize technical assistance (TA), support further development of DSWD's capacity to manage TAs, and promote information sharing between DSWD and donor organisations. The IPR found that the TAF was highly relevant to the policies of the Philippine and Australian governments as well as the needs of the program beneficiaries. The TAF was also rated by the IPR as effective, given the improvements in coordinating, monitoring and implementing TAs in support of DSWD's social protection programs.
