Summary of publication

This independent mid term review assesses progress of the Roads for Development aid investment ($30 million, 2012-16), implemented by the International Labour Organisation and the Timor-Leste Ministry of Public Works. The review finds that progress has been adequate while making a number of key recommendations for the improvement of the program in its remaining years and any potential next phase.
