Reference reform of League Covenant. If and when you consider it
becomes necessary to state the attitude of Commonwealth Government
on Article 16, sanctions, you should communicate to League that
Commonwealth Government supports the proposals of the United
Kingdom Government as submitted to Assembly by Earl de la Warr [1]
on 16th September.
