MOST SECRET

I have read with much interest your telegram of the 22nd May. [1]
I concur in your view as to the gravity of the situation and
importance of any aid that can be secured from the United States.

I was about to reply when I received a copy of Mr. Churchill's
telegram to you. [2] I have just sent Mr. Churchill a reply which
indicates that I concur in his view of the situation. I appreciate
the full exposition of your views and shall be glad at any time to
discuss the most effective means of advancing the common cause in
this difficult hour.
