DFAT, working closely with the Department of Workplace Relations, is designing a new program of support for the PALM scheme over 2024-2028 to support expansion and improvement of the scheme, including through greater participation of women and under-represented groups.
The design will focus on delivery of PALM activities for which DFAT is responsible, while promoting seamless delivery of all operational components of the PALM scheme, both in Australia and in labour sending countries. It will provide a broad strategic and operational framework for the program, including for monitoring and enhancing performance, while allowing for approaches to be tailored to sending countries’ own priorities.
Alinea International has been recruited to produce the program design and DFAT expects to have a final design in first quarter 2024.
The design is underpinned by the Investment Concept Note (ICN). The ICN was endorsed by the DFAT Development Program Subcommittee (DPS) on 5 April 2023 and approved to go ahead with design as outlined. The final Investment Design Document will be reviewed by DPS in early 2024.
In parallel with the PALM scheme design, DFAT proposes to procure services through a competitive, open market process for a supplier to deliver PALM scheme support functions on behalf of DFAT.
DFAT anticipates having a provider in place to deliver services under the new contract by mid-2024.
