Türkiye and Australia have a productive and steadily developing relationship, with substantial dialogue across a wide range of issues, periodic high-level visits and expanding bilateral trade and investment. To build on this momentum in the relationship, the Ministry of Foreign Affairs of the Republic of Türkiye and the Department of Foreign Affairs and Trade of Australia (hereinafter referred to as the "Ministries") have decided to cooperate in the following fields:

A. Cooperation in the Political Field

The Ministries have decided to:

1. Continue to facilitate and encourage high-level visits.
2. Continue periodic consultations between senior officials of the Ministries, including the establishment of a regular strategic dialogue.
3. Strive to enhance mutual support, coordination and cooperation within international organizations on multilateral issues, particularly within the framework of the UN.
4. Encourage enhanced relations between the parliaments of the two countries including through visits of parliamentary delegations.
5. Encourage visits and cooperation between government representatives, at all levels.
6. Continue to facilitate the excellent cooperation in the organization of ceremonies commemorating the Battles of Çanakkale (Gallipoli landings) and Anzac Day in both countries.
7. Consider special activities in the lead up to, and for the commemoration ceremonies of the 100th anniversary of the Battles of Çanakkale in 2015.

B. Cooperation in the Security/Defence Field

The Ministries have decided to:

1. Encourage continued dialogue and information-sharing between relevant agencies on security and defence issues.
2. Encourage further cooperation on defence issues between the two countries following the mutual posting of resident military attachés and the signing of an Australia-Türkiye Materiel Cooperation Arrangement in March 2010.
3. Consider opportunities for bilateral cooperation under the Memorandum of Understanding Between the Government of Australia and the Government of Türkiye on Cooperation to Combat Terrorism and Organised Crime.
4. Hold periodic consultations on counter-terrorism issues of mutual interest.

C. Cooperation in the Economic Field

The Ministries have decided to:

1. Reaffirm their willingness to cooperate within the G-20, recognizing the role of the G-20 in tackling global economic issues and ensuring sustainable economic recovery.
2. Continue to hold meetings of the Joint Economic Committee on trade, economic and technical cooperation between Türkiye and Australia.
3. Encourage the entry into force of the bilateral Convention for the Avoidance of Double Taxation with Respect to Taxes on Income and the Prevention of Fiscal Evasion signed in April 2010.
4. Encourage the entry into force of the bilateral Air Services Agreement signed in April 2010.
5. Encourage cooperation on environment and climate change issues.
6. Encourage continuing cooperation in the fields of animal health, biosecurity and agriculture.
7. Encourage the exchange of trade delegations between their countries, and the expansion of links between their respective business and industry groups.
8. Reinvigorate the Memorandum of Understanding between the Australian Trade Commission (Austrade) and the Republic of Türkiye Prime Ministry Investment Support and Promotion Agency (ISPAT) concerning the Promotion of Investment in Australia and Türkiye, focusing on the increased sharing of information and ensuring that investment remains a priority for future trade delegations.

D. Cooperation in the Cultural Field

The Ministries have decided to:

1. Encourage dialogue between their think-tanks, academics, scientists and civil society groups.
2. Cooperate, as appropriate, in assisting cultural exchanges between the two countries.
3. Support the Türkiye, Australia and New Zealand Joint Historical and Archaeological Survey, as commenced in 2010, of the Arıburnu (Anzac) Battlefield.
4. Encourage active participation in, and continued commitment to the objectives of the United Nations' Alliance of Civilizations Initiative of which Türkiye is a co-sponsor, and Regional Interfaith Dialogue in which Australia has been deeply involved, as appropriate.

E. Cooperation in the Consular Field

The Ministries have decided to:

1. Hold periodic consultations on consular matters including visa requirements for Turkish and Australian nationals travelling between Türkiye and Australia.
2. Promote opportunities under the Work and Holiday Visa Arrangement.

Nothing herein shall be construed to create any legal rights or binding obligations for the Parties under international law.

This Action Plan shall become effective upon signature.
