Description of the planned procurement
The Australia-Mongolia Extractives Program (AMEP) provides policy advice and technical expertise to assist the Mongolian Government, so that Mongolia's citizens experience equitable and sustainable growth from their mineral resources. During Phase I (ending 31 March 2019), AMEP partnered with the Mongolian Ministry of Mining, and the Mineral Resources and Petroleum Authority in the areas of geoscience, gold industry regulation, mine safety, mineral valuation and communications. Phase II of the investment is expected to run from 1 April 2019 to 31 March 2023 and is currently in the final stages of design.
Subject to agreement with the Mongolian Government, the end of program outcome for AMEP II will be:
- Government, civil society and the private sector collaborating to improve the investment environment for the extractives sector in Mongolia.
To this end, AMEP II will focus on improving the environment for domestic and foreign investment in the mining industry in Mongolia. It is envisaged that AMEP II will work towards this by developing partnerships with relevant ministries, professional associations, the private sector and civil society in Mongolia. Activities will be developed and agreed based on the priorities of partners, giving preference to organisations working together on common problems.
DFAT plans to tender for a managing contractor to implement AMEP II. The managing contractor will provide technical assistance, conduct research and assist with building relationships between industry players in Mongolia and relevant Australian or international organisations.
