Since its establishment in 2007, Buk bilong Pikinini (BbP) has progressively opened 17 libraries and supported thousands of the most vulnerable Papua New Guinean families through pre-primary education programs and by providing access to books and reading spaces. It has done this with some funding from the Australian Government (though AusAID and then DFAT), but has raised a high proportion of its operating costs from private sources.
In 2018 DFAT and BbP agreed to undertake a formal evaluation of the organisation's programs. The Australian Centre for Educational Research (ACER) was selected to undertake this evaluation because of its considerable expertise in the field of early childhood education and care, including in developing countries.
DFAT is pleased that BbP's management and staff saw the benefits of this evaluation, and thanks the organisation for its openness in participating in the review process. BbP's and DFAT's comments on the report are set out in the Management Response document.
