Papua New Guinea Tingim Laip Phase 2: Independent review mechanism report and management response

Summary of publication

A critical assessment of Tingim Laip Phase 2 plan and progress to date with recommendations targeting support to key affected populations: women and men who exchange sex for money and their clients, men who have sex with men and people living with HIV.

This Independent review mechanism report assesses the progress of Tingim Laip Phase 2, an HIV prevention program for high-risk settings in PNG run by managing contractor, Cardno Emerging Markets, in 2012, after two years implementation. It was tasked with making recommendations for Tingim Laip Phase 2's continuation and improvement -or cessation.

The report found that Tingim Laip Phase 2 drifted away from its original mandate of HIV prevention in high risk settings to general population awareness; and needed to improve targeting of 'key affected populations' like sex workers and men who have sex with men; and, links to HIV/STI services.
