This Independent Completion Review (ICR) evaluates implementation of the Philippines Classroom Construction Initiative (CCI) over the period 2011 to 2014. The ICR also gathered lessons learned and made recommendations to the Department of Education and DFAT on effective approaches in classroom construction and related processes such as procurement and financial management.
CCI is aimed at contributing to reducing classroom shortage in Central Luzon in the Philippines by building 652 good quality classrooms (benefitting more than 50,000 boys and girls); and contributing to improved governance by strengthening the Department of Education's capacity in quality assurance, financial management and procurement services. The ICR found that CCI was a relevant and effective program of development assistance and has successfully modelled an appropriate modality for implementing future programs targeting strengthening partner government systems. It has also supported the Department of Education to identify an appropriate model for ongoing quality assurance of all school building programs in public schools.
