Summary of publication
The independent evaluation report of the Integrated Capacity Building Program (ICBP, $6 million, 2009-15) was completed in March 2016. It outlines the successes and challenges experienced. The ICBP was one of several investments under the Mekong Water Resources Program.
The ICBP aimed to address capacity needs in the Mekong River Commission (MRC) by: (a) strengthening integrated water resource management competencies; (b) developing its organisational capacity for change management and adaptation; and (c) promoting the MRC's institutional coordination for capacity development. It used participatory processes (national and regional consultations) to develop capacity building plans tailored to the needs of the MRC Secretariat, National Mekong Committees and Prioritised Line Agencies in the four MRC member countries – Cambodia, Laos, Thailand and Vietnam.
