Vanuatu Governance for Growth: Design Document

Summary of publication

Describes the goal, purpose, planned results, activities and management of the ten-year Governance for Growth Program (2007-17).

Through the Governance for Growth Program, Australia and Vanuatu plan to generate economic growth and improve service delivery. The two planned results are: Vanuatu's policy framework is more supportive of broad-based growth; and the quality of Vanuatu's public expenditure is improved. The results are linked to four-year outcomes, to be reviewed and refined half-way through implementation of the ten-year program. The program involves a wide range of activities and uses many forms of aid including technical assistance, grants, direct investment, incentive funding, research funding, and support for third party implementing partners, and brokering involvement of international organisations and other donors. It is a joint Australia-Vanuatu program with flexibility to respond to reform opportunities. The Program Director is a senior AusAID officer who reports to a joint management committee, which decides priorities, allocates resources, and guides implementation.
