Volume 1: Overview Report

The Australian aid program's water policy, Making every drop count: Water and Australian Aid, articulates how Australia will assist the region's water challenges.
The Australian Water Research Facility (AWRF) was instituted in March 2003 to work towards this objective. The Facility was to identify and commission applied research into water-related issues affecting developing countries in the Asia-Pacific region.
The University of Sydney was engaged by AusAID to investigate the complexities and dynamic aspects of water regulatory systems in Indonesia, Vanuatu, Thailand, Vietnam and the Mekong region and address the following themes:
- Drivers of change
- Catchment management and issues of scale
- Public, private and community roles in water governance
- Equity issues associated with market-based water governance reform
- Conflict and risk in water governance.
This Overview Report summarises the key problems and issues, experience in the case study areas and examples of good practice.
