WASH in Child-friendly Schools 2011-13: Design Document

This design document details the Water, Sanitation and Hygiene (WASH) program in Sri Lanka as part of the government's Child Friendly School (CFS) program, implemented by UNICEF. (2011, 40pp)

Description

The lack of basic water and sanitation facilities in Sri Lankan schools, particularly in rural areas which lag economically behind the national average, is a key impediment to successful educational outcomes for children.

In September 2010, AusAID approved a Concept Document that included support for a school Water, Sanitation and Hygiene (WASH) program in Sri Lanka as part of the government's Child Friendly School (CFS) program supported by UNICEF. This design document develops the concept in more detail and aims to seek AusAID approval for project implementation.

There are two main outputs under the proposed program covering the period April 2011 – March 2013.

Output 1: At least 62,500 school children and 2,500 teachers in 250 schools have increased access to improved and acceptable water sources and sanitation facilities, have acquired knowledge on better hygiene practices, and have functional school health clubs. This output has both a hardware and soft ware focus.

Output 2: Capacity of the Ministry of Education (School Health Unit and Zonal Education Offices) and relevant school principles to undertake planning, design, implementation and monitoring of WASH facilities in schools using a participatory approach, and fully compliant with Child Friendly standards, is strengthened.

The design document includes analysis and strategic context, program description and implementation arrangements for the WASH program.
