Description
The progress report finds mixed results in the first two years of the Partnership for Development. It notes impressive achievements including: increased primary enrolments due to the phasing out of school fees; reduced incidence of malaria linked to 100 per cent national coverage with bed nets and insecticide spraying; breaking the 70-year monopoly on electricity services, laying the foundation for reduced costs for consumers; and a more effective and efficient budget process. The report summarises progress towards the partnership targets in education, health, infrastructure and economic governance using the agreed performance indicators. It notes that Australia and Vanuatu are unlikely to reach the partnership targets at the rate and pattern of progress in the first two years. It highlights results of most concern, and suggests a renewed focus on: improving the quality of education; improving health service delivery; carefully prioritising planned infrastructure investments for the next five-ten years; and gaining renewed commitment to governance reforms.
