The independent evaluation of TIM-Works provides an assessment of the program with regards to the validity of the design, the efficiency and effectiveness of the implementation approaches, achieved progress, the quality of the works, encountered challenged and lessons learned. It found TIM Works to be strategically important, well aligned with East Timor's development priorities, applied a sound implmentation approach and was delivering very good results. The report offered guidance on resource allocations and targets for the remainder of the Project.
