Vanuatu Land Program (Mama Graon): Inception Plan

Summary of publication

This document briefly reviews activities between completion of the February 2009 Mama Graon Design Document and commencement of the management contract in January 2011, and explains planned activities to establish the new program.

Initial activities will include: recruit a National Kastom Land Officer to help the Malvatumauri and Customary Land Tribunal Unit provide information, education and training to national and island council chiefs; recruit National Provincial Participatory Governance Advisers to review local government land use planning, management and enforcement practises and resources; provide temporary staff to the Land Registry to immediately reduce the backlog of (at least 1,000) lodged land applications; mobilise a Land Registration Adviser to review land registration procedures and assess what other support is needed; prepare a draft Zoning Document and Development Control Plan for Port Vila; develop communication and education materials for customary land holders; amend Customary Land Tribunal Act in consultation with stakeholders; review land mediation activities and develop training for mediation under the Customary Land Tribunal Act; develop information technology strategic plan for the Department of Lands; help the Surveyor General better manage land survey records; mobilise a Geographic Information System Specialist to review and improve mapping systems; and review valuation activities, develop improved procedures and provide valuation training.
