This publication provides a rapid assessment of the Philippines Country Program Strategy 2004 - 2008 and includes lessons learned for the development of a new country strategy consistent with the changing context of aid delivery in the Philippines.

This is the first review of a country strategy by the Office of Development Effectiveness. The Office of Development Effectiveness was established to monitor and evaluate the impact of Australia's aid, with an emphasis on a whole of government approach to aid delivery.
