Any message to President [2] or Churchill containing strategic or
tactical views or proposals is at once passed intact to respective
Chiefs of Staff for consideration. American Chiefs of Staff and
representatives here of British Chiefs of Staff meet regularly for
discussion of mutual problems. As I said in para. 10 my tel. No.
148 [3], representatives of British Chiefs of Staff here would get
copies of JOHCU 21 [4] from London and from American Chiefs of
Staff here.
Reference your Para. 3. As I indicated in para. 7 of 148,
President appreciated point and made it clear to me that he did by
discussing proposed operation on a map. He knew and I knew of
operation as at present planned and he appreciated suggested
extension as in para. 8 of JOHCU 21.
