Mid-term evaluation of the strengthening pre-service teacher education in Myanmar (STEM) project and DFAT management response

In partnership with the Government of Australia, UNESCO's Strengthening Pre-Service Teacher Education in Myanmar (STEM) project has been working with the Myanmar Ministry of Education (MoE) since July 2014 to improve pre-service teacher education. Phase 2 of STEM, which commenced in January 2017, underwent a Mid-Term Evaluation (MTE) in 2019 to assess the extent to which STEM was delivering its intended outcomes. The MTE examined progress from January 2017 to April 2019. The findings of the MTE will inform implementation under Phase 2 of the project and support decision making regarding the design of Phase 3.

Management response

According to the authors of the MTE“STEM is clearly well-aligned to national priorities on pre-service teacher education, seen both in the delivery of key outputs stated in MoE policy, as well as other activities (such as on ICT) that are not as strongly emphasised in MoE policy but identified as essential by Education Colleges (ECs)”. DFAT has accepted all recommendations; recommendations 2c, 3 and 9c are partially accepted. DFAT's responses to the MTE recommendations are contained in the Management Response.
