I seek the following information in relation to the Australian government's recent instruction to its UN ambassador to change Australia's voting on issues of Israeli occupation and settlement on Palestinian land:

1. When was that decision taken by the Australian government.

2. Was the decision based upon materials/briefing papers provided by DFAT, the Department of Defence or some other agency.

3. If such materials/briefing papers exist then I seek a copy of those papers.

4. Was the decision based upon representations by non-governmental agencies and/or lobby groups.

5. If such representations were made then I seek a copy of any written material supplied and/or notes by government agencies in response to such representations.

6. Were representations made by a third party government; eg. the government of Israel or the United States.

7. If such representations were made a copy of those representations and/or briefing notes prepared by Australian government agencies in response.

8. Any other material within the possession or power of the Australian government and/or its agencies relevant to the decision to change Australia's voting pattern at the UN on issues of Israel, Israeli occupation of Palestinian land, and Israeli settlement policies in the occupied territories.

9. A copy of any legal advice received by the Australian government relevant to the aforementioned change in policy.

Any documents relating to the "Joint statement on the humanitarian consequences of nuclear weapons" delivered by New Zealand on 21 October 2013 in the First Committee of the UN General Assembly and the "Joint statement on the humanitarian consequences of nuclear weapons" delivered by Australia on the same date in the same forum (excluding drafts of documents, correspondence with ICAN and publicly available documents).

We would like to limit this request to ministerial briefings, cable reporting and media points relevant to the two joint statements, as well as email correspondence among Australia's missions in Geneva and New York and the International Security Division of DFAT containing information about the reasons for Australia's decision not to sign the New Zealand statement and the reasons for initiating its own joint statement on the same topic. We are not interested in receiving correspondence between the Australian government and foreign governments.
