Summary of the Report
DFAT commissioned an independent review of its 3i: Investing in Infrastructure Program. The review was commissioned concurrently with the design of new Cambodia-Australia Partnership for Resilient Economic Development (CAP-RED). The review assessed 3i’s achievement against end of program outcomes and recommended effective measures to ensure sustainability and transition key initiatives to the new CAP-RED program. The review adopted a mixed-method approach collecting and analysing both qualitative and quantitative data.

Summary of Management Response
DFAT and its partner, Palladium International Development, welcome the findings of the independent review. DFAT has agreed to 13 of the 17 recommendations and partially agreed to 4 of the 17 recommendations. Some of the mitigation activities, including on GESI and monitoring and evaluation have already been initiated.
