Summary of publication
The Australia-Cambodia Cooperation for Equitable Sustainable Services (ACCESS) program aims to improve the sustainability, quality and inclusiveness of services for persons with disabilities and for women affected by gender-based violence (GBV). The program works in partnership with the Cambodian Government to support the implementation of the National Action Plan to Prevent Violence Against Women and the National Disability Strategic Plan.
This rapid review of the ACCESS program was undertaken in March 2020 to inform future funding decisions. The review found that the program remains clearly relevant to Australian Government and Royal Government of Cambodia (RGC) priorities. The program has emerged from a lengthy inception period with strong ownership from several key RGC ministries or agencies and with a good foundation for full program implementation, which is now underway. However, the review identified several issues in the disability workstream which, if not addressed, may impact the achievement of outcomes.
