World Health Organisation (WHO) commissioned Nossal Institute for Global Health to conduct an evaluation of this DFAT-supported water, sanitation and hygiene (WASH) program. The partner-led evaluation assessed the extent to which WHO achieved the intended program outcomes, with a focus on ‘effectiveness’ and ‘value for money’. While the program was implemented across four countries, the evaluation focused on two countries: Indonesia and Philippines.
A desk review of project documentation, secondary data and key informant interviews were used to assess performance against the evaluation criteria. The evaluation found that clear progress had been made at all levels of program implementation and that all outcome indicators were met, though some more strongly than others.
The evaluation provided six recommendations, including adopting climate resilience and gender equality, disability, and social inclusion (GEDSI) frameworks and strengthening evidence and learning to inform national and local approaches.
