An Evaluation of MAHKOTA’s Contribution to National Disability Regulations and Policy

Summary of publication

The DFAT-funded program Towards a Strong and Prosperous Indonesian Society (MAHKOTA) commissioned an evaluation to investigate, document, and communicate its contribution to the development and content of supporting government regulations to the National Disability Law (Law No. 8/2016), specifically the government regulation (peraturan pemerintah: PP) on the provision of social welfare (PP. No.52/2019 for people with disability and the PP on the provision of habilitation and rehabilitation services for people with disability (PP. no.70/2020).

Over approximately two years MAHKOTA provided a range of inputs to facilitate and strengthen engagement between Government of Indonesia, particularly the Ministry of Social Affairs as the lead government agency for these regulations, and civil society stakeholders, including disabled persons organisations (DPOs), with the intention of helping to develop the regulations to a mutually acceptable end product. The evaluation found that one of the key contributions of MAHKOTA to drafting the government regulation was to bring new voices into the process, including those of DPOs, thus ensuring that the drafting process stayed true to the core disability inclusion principle of nothing about us without us.
