Mid-Term Review of the Myanmar Education Quality Improvement Program (My-EQIP)

The Myanmar Education Quality Improvement Program (My-EQIP) aims to improve education policy, planning, budgeting, and management through development of inclusive systems for education quality improvement. My-EQIP is a joint initiative between the Government of Myanmar, through the Ministry of Education (MoE), and the Australian Government, through the Department of Foreign Affairs and Trade (DFAT). DFAT commissioned a Mid-Term Review (MTR) to assess progress towards the achievement of expected outcomes and to inform future planning for a potential future phase of the program.

According to the authors of the MTR Report, My-EQIP has been most effective in areas which represent Myanmar National Education Strategic Plan (NESP) priorities, where the Government of Myanmar has already initiated work and where managing contractor support has aligned with government structures. Despite My-EQIP’s achievements, the MTR highlights a range of factors have undermined the effective and efficient implementation of the program. The Report outlines a number of recommendations on the way forward for the remaining period of My-EQIP. The recommendations were thoroughly reviewed by DFAT in conjunction with the Myanmar Ministry of Education. DFAT agrees to proceed with the majority of recommendations proposed.
