The Partnering for Strong Families (PSF) program aims to increase access to quality, integrated sexual and reproductive health, family planning and maternal and child health services in Papua New Guinea (PNG). The program is being delivered over two phases: July 2017 to June 2020, and July 2020 to December 2023.
The purpose of the independent evaluation was to assess the effectiveness of program implementation and achievements between July 2017 to June 2022.
The evaluation found that PSF provided a high volume of sexual and reproductive health, family planning and maternal and child health services across the two program phases. PSF filled critical gaps in service delivery and resulted in a large increase in the number of people with access to quality sexual and reproductive health, family planning and maternal and child health care services. PSF delivered high-quality training, enabling a substantial number of health care workers to independently deliver long term family planning methods, strengthening public sector capacity to deliver services in target provinces.
The evaluation identified areas for improvement and made recommendations to inform future investment and program designs.

DFAT management response
DFAT agrees with the recommendations of the evaluation, noting that agreement to some recommendations is subject to the outcomes of DFAT's new PNG Health Portfolio Plan, which is in development at the time of this response.
