Vanuatu Australia Policing and Justice Program Phase 2 – Mid-term Review

Summary of publication 

This report presents the findings of an independent mid-term review of Phase 2 of the Vanuatu Australia Policing and Justice Program (VAPJP). VAPJP Phase 2 is the second four-year phase of an eight-year program (2016-2024). The program supports improved policing and justice services in Vanuatu, with a focus on supporting women, children and people with disabilities.


The review, covering the period from the end of 2020 to late 2023, served two main purposes: to strengthen the final period of phase 2 implementation; and to inform the design of the next phase of Australia’s support to the policing and justice sector (VAPJP Phase 3).

The review found that the program had performed well in the face of considerable contextual challenges, including multiple natural disasters affecting implementation. Findings indicate that the program is highly valued by both the Government of Vanuatu and the Government of Australia as a means to support improved public safety and maintaining the rule of law. The review also identified some areas for improvement, including for the program to more clearly demonstrate impact against agreed objectives. These recommendations are being addressed within the current program and as part of the VAPJP Phase 3 design process.
