Water for women, Phase 2 - Final evaluation report and management response

Summary

The primary objective of this independent evaluation of the Water for Women Fund's (WfW) second phase (2023-25) was to capture lessons on DFAT's climate-resilient inclusive WASH programming. The secondary objectives of the evaluation were to assess: i) the Fund's achievements against its end-of-program outcomes (EOPO); ii) the extent to which the Fund promoted locally-led development; and iii) the appropriateness and relevance of the Fund's design with respect to promoting climate-resilient inclusive WASH outcomes.

Water for Women (AUD159.9 million; 2018-25) was a DFAT funded Water, Sanitation and Hygiene (WASH) program working in 16 Indo Pacific countries. The Fund supported improved health, gender equality and wellbeing for more than 4.4 million direct beneficiaries and millions more indirectly through delivery of climate-resilient and socially inclusive WASH projects.

A total of 40 projects (20 WASH and 20 research) via 10 civil society organizations and partnerships with eight research organisations were supported through the Fund.

Water for Women's second phase (2.5 years; 2023 – 2025) focused on climate resilient inclusive WASH programming in line with DFAT's commitment to increase climate investments and better address climate risks.

Lessons from this evaluation will inform future climate resilient inclusive WASH programming.

Overall, the evaluation found WfW was broadly effective and made significant progress towards its four end-of-program outcomes (EOPO). Most notable were advances towards GEDSI transformation in communities, institutions and among WfW partners. The Fund was also found to be relevant and coherent, with modest prospects of sustainability delivered through a relatively efficient modality that supported diverse approaches to promoting locally-led development.
