This 84 page technical paper aims to examine the process of trade negotiations in ASEAN and the modality for negotiations, specifically in the area of trade in services.

The negotiation process being examined is in the context of ASEAN integration - scheduled for 2020. The technical focus of the project is on the examination of the various negotiating modalities for the liberalization of trade in services in ASEAN. Although the focus of this particular report is on the negotiating modality, the study examines the objective of integration and the logic of ASEAN integration as distinct from the liberalization process in the WTO and the European Union.

The authors make a series of recommendations for the future roadmap of negotiations including mechanisms to deal with capital movement, modalities to initiate investment liberalization and developing modalities for the movement of professionals and natural persons. The author concludes that mechanisms for negotiations need to be developed that reflect the end point of the designed negotiations.
