Vanuatu Strengthening Early Childhood Care and Education: evaluation report and management response

Summary of publication

This is the report of an evaluation of the Strengthening Early Childhood Care and Education (SECCE) program implemented by World Vision Vanuatu (WVV). DFAT has a direct funding arrangement with the Ministry of Education and Training, through which the ministry contracts WVV to implement this pilot project in 60 kindergartens across three provinces.

The evaluation identifies lessons from the pilot that can inform and improve the cost-effectiveness of subsequent government support to kindergartens on a national scale.
