The Kiribati Facility (KF) program was designed to support the Ministry of Employment and Human Resource (MEHR) in the skills and employment sector. The KF builds on the achievements of the Kiribati Technical and Vocational Education and Training Sector Strengthening Programs (TVETSSP) — Phase 1 (2010-2011) and Phase 2 (2012-2016). The Facility comprises the Skills for Employment Program (SfEP) and the Flexible Support Facility (FSF). SfEP supports the management and delivery of the Kiribati Institute of Technology (KIT), overseen by MEHR. The goal of SfEP is to build “a more capable, qualified and mobile I-Kiribati workforce. This program is implemented by a managing contractor - Scope Global. KF is valued at $20 million over 3.5 years (2016-2020).
This independent evaluation was commissioned by the Australian Department of Foreign Affairs and Trade (DFAT) to assess the overall program performance of KF from September 2016. The review is ‘forward’ looking focussing not only on the progress but also the extent of contractual adjustments needed to ensure that KF continues to deliver activities in alignment with strategic objectives and remains relevant to Australia’s evolving labour mobility. The findings and recommendation of this evaluation will inform the design of the next 3-year extension and management of the KF Phase II from March 2020 — March 2023.
