Cost Recovery Implementation Statement - Uranium Producers Charge

This Cost Recovery Implementation Statement (CRIS) explains how and why the Australian Safeguards and Non-Proliferation Office (ASNO) implements cost recovery for its nuclear safeguards and security activities from Australian producers of uranium ore concentrate (UOC). The Uranium Producers Charge is imposed on holders of a permit to possess an unlimited quantity of UOC granted under section 13(1)(a) of the Nuclear Non-Proliferation (Safeguards) Act 1987 if, on 1 November in a given financial year:

  • more than 1,000 kilograms of UOC was produced at a processing facility during the previous financial year, and
  • at any time (whether during the previous financial year or earlier) UOC produced at that processing facility was exported.

The CRIS also reports financial and non-financial performance information for nuclear safeguards and security activities associated with the production and export of UOC and contains financial forecasts for 2023-24 and three forward years. ASNO will maintain the CRIS until the activity, or cost recovery for the activity, has been discontinued.
