The Investment Design Document for the Kiribati Skills for Employment Program (SfEP) consolidates the progress made through DFAT's previous investment in the Technical and Vocational Education and Training Sector Strengthening Program (TVETSSP). SfEP draws on an Independent Review of TVETSSP Phases I and II and moves away from a focus on delivering only Australian Qualifications to developing Kiribati Institute of Technology as a demand-driven training provider for domestic, regional and international labour markets.
The SfEP commenced as one component of the Kiribati Facility in September 2016 and will end in March 2020; however, a much longer period of Australian investment in the sector is envisaged.
The intended outcomes of the SfEP are:
- increased equitable participation of 16-24 year old women and men in skills development programs;
- graduates have improved skills for employment in domestic and overseas markets; and
- the Kiribati Institute of Technology is a high quality, regionally recognised organization.
The Investment Design Document includes strategic analysis of the context, a detailed description of the investment and implementation arrangements.
