This document assesses the effectiveness and impact of Australia's support for the University of the South Pacific under the 2006–2008 Memorandum of Understanding to inform a new partnership with USP and a broader review of tertiary education in the Pacific.

The review highlighted the adverse impact of leadership instability in the University of the South Pacific's senior management, including deterioration in the university's financial position.

It made fifteen recommendations to improve the university's:

financial position
management and administrative functions
capacity to deliver core business of education and training, research relevant to the region and beyond, and service to the region
commitment to outcomes and service delivery (including proposed use of incentive funding from AusAID).
