Summary of publication
The Pacific Insurance and Climate Adaptation Programme (PICAP) aims to improve the financial preparedness and resilience of Pacific governments and communities against climate change and natural hazards through the development and implementation of innovative and inclusive Climate Disaster Risk Financing and Insurance (CDRFI) instruments. This report was undertaken to assess the effectiveness of the program’s first phase.
In assessing the performance of PICAP, the evaluation focused on criteria such as relevance, effectiveness, efficiency and sustainability. The assessment also included gender equality and vulnerable groups (including people with disabilities) in access and use of CDRFI products.
