Summary of publication
The Pacific Community’s Fisheries, Aquaculture and Marine Ecosystems Division (SPC FAME) supports fisheries management and sustainable development in the Pacific through the provision of scientific and technical expertise to the region, to individual Pacific island countries and territories and to regional bodies. Australia has supported SPC FAME since 2014 through both member contributions to SPC and direct programme funding. This evaluation was undertaken to consider the appropriateness and effectiveness of DFAT’s funding to SPC FAME, complementarity with other donor support and SPC FAME’s support for gender equity and social inclusion (GESI).
The independent evaluation found that SPC FAME is well-regarded as a member-focussed, responsive and professional body that shares DFAT’s interest in supporting food and economic security in the Pacific through sustainably managed fisheries. The evaluation assessed that DFAT’s flexible program funding support is an effective and appropriate mechanism to support SPC-FAME to achieve results for the region. Acknowledging DFAT’s stronger focus on thematic issues such as climate change and GESI, the evaluation recommended that DFAT explore opportunities to promote synergies across DFAT’s program and project funding on these cross cutting issues and made recommendations to strengthen SPC FAME’s focus in these areas.
DFAT agrees with the six recommendations of the evaluation which will inform DFAT’s ongoing support to SPC FAME.
