DFAT is inviting proposals from ACFID's Humanitarian Reference Group (HRG) for up to 6 Australian NGO members to be eligible for humanitarian response funding (including early recovery) and multi-year funding to strengthen local humanitarian capability and build disaster resilience in the Pacific under the Australian Humanitarian Partnership.

The Australian Humanitarian Partnership (AHP) builds on DFAT's history of partnering with experienced Australian NGOs (ANGOs) to deliver humanitarian assistance. It will provide a differentiated and transparent approach to funding rapid onset and protracted/slow on-set crises; strengthen local humanitarian capability in the Pacific to anticipate, prepare for and respond to disasters. It will also have dedicated resources to reduce disaster risks associated with natural hazards and strengthen the resilience of Pacific communities.

Eligible HRG members are encouraged to consider consortia arrangements.

A Support Unit (subject to a subsequent open tender) will engage preselected ANGOs and with dedicated resources, support a consolidated approach to monitoring and evaluation, improved communications, strengthened coordination of humanitarian activities and, where possible, assist with leveraging private sector expertise and resources.

The Australian Humanitarian Partnership will be over 5 years from 2016 to 2021.

Australian Federal Election – caretaker period

Potential partners are advised that a Federal Election has been called for 2 July 2016. The Commonwealth Government has therefore entered into a 'caretaker period' which places limitations on Commonwealth Agencies entering into major new commitments.

The selection process will continue, however, DFAT may defer entering into an arrangement with preferred partners until after the end of the caretaker period. Potential partners are further advised that there is also the possibility that, by convention, any incoming Government may decide to terminate arrangements if it does not wish to proceed with a particular competitive selection process.
