Summary of publication
Established by the Government of Papua New Guinea (PNG), the Health Services Improvement Program (HSIP) Trust Account (TA) is a funding mechanism intended to enable funds from the PNG Government and donors to be pooled and channelled towards PNG’s national and sub-national health sector priorities. The HSIP TA is owned by the Government of PNG and is administered by the PNG National Department of Health (NDoH) in accordance with the Government of PNG’s public financial management legislative requirements.
The Department of Foreign Affairs and Trade (DFAT) entered into a Direct Financing Agreement with the NDoH in 2013 to use the HSIP TA for a ten-year period (2013-2023).
This end of investment evaluation assessed DFAT’s contribution to the PNG health sector through the HSIP TA mechanism over nine of the ten years of the implementation period (2013-2022). The evaluation found that utilisation of DFAT’s support was mostly ineffective and inefficient over the evaluation period. Nevertheless, the HSIP TA operated effectively in response to emergencies and was a useful mechanism for Australia to support agreed activities in line with PNG’s National Health Plan and to support PNG to respond to the COVID-19 pandemic.
