Summary of Publication
The Australia-Indonesia Partnership Towards an Inclusive Society (INKLUSI Program), with a funding commitment of up to A$75 million (2021-2026) and a potential three-year extension of up to A$45 million (2026-2029), is a bilateral program between Australia and Indonesia. INKLUSI seeks to advance gender equality, disability equity and social inclusion (GEDSI), focusing on marginalised communities across Indonesia.
Through INKLUSI, Australia and Indonesia work together to support Indonesia's long-term goal of ensuring no one is left behind, including marginalised groups such as women, children, people with disabilities, and traditional (adat) communities. By working with the Government of Indonesia and civil society organisations (CSOs), INKLUSI is enhancing the capacity of local organisations to deliver meaningful change in social, economic, and political aspects of Indonesia's development – fostering an inclusive society.
INKLUSI works across two inter-connected end of program outcomes (EOPOs) and two intermediate outcomes (IOs):
- EOPO 1: Direct Outcomes – Partner CSOs empower marginalised people in the areas of: access to services and protection from violence (sociocultural); inclusive citizenship and participation (political); and economic recovery and livelihoods (economic).
- EOPO 2: Systemic Outcomes – Partner CSOs, GOI and other stakeholders collaborate to influence systemic changes in: GOI policy process; CSO enabling environment; and social norms and public discourse.
Two intermediate outcomes (IOs) seek to support achievement of both EOPOs:
- IO 1: Strengthened CSO capabilities – Partner CSOs are delivering on their mandates in a competent, adaptive, accountable, and GEDSI-responsive manner.
- IO 2: Stakeholder partnerships and collective action –Strengthened coordination, policy dialogue, and collaboration between partner CSOs, government, private sector and key stakeholders in public policy and discourse.
The INKLUSI program is jointly managed by the Government of Australia and Government of Indonesia, and, is supported by a managing contractor (Cowater International) referred to as the INKLUSI Secretariat.
The Mid Term Review (MTR) of INKLUSI, commissioned by the Australian Department of Foreign Affairs and Trade (DFAT), aims to assess the program's progress, identify lessons from its implementation, and provide forward-looking recommendations to guide DFAT's decision on whether the program should continue, and how it can be optimised for a potential three-year extension (2026–2029).
The MTR was completed from May to October 2024. The review team consulted over 300 informants from national and subnational Government of Indonesia partners, DFAT, civil society, and communities in Banten, East Java, South-East Sulawesi, and South Sulawesi provinces through a combination of remote and face to face focus group discussions, field visits and interviews.
The evidence gathered through the MTR demonstrates that the INKLUSI program performs an essential role in connecting communities with multiple levels of government in Indonesia. INKLUSI is making a valuable contribution to both Australia's International Development Policy and Indonesia's national development goals, particularly the long-term objective to 'leave no-one behind'.
