Summary of publication
The Pacific Digital Economy Programme (PDEP) is a regional program designed by the UN Capital Development Fund (UNCDF), the UN Development Programme (UNDP) and the UN Conference on Trade and Development (UNCTAD), in close collaboration with key stakeholders from public and private sector. The programme is aimed at supporting the development of inclusive digital economies in the Pacific. The need to improve access to digital technologies is vital in the Pacific.
PDEP is a five-year programme with a two-year inception phase followed by a three-year full implementation phase. A mid-term review in between the two phases was organised to review the progress of the programme and adjust its approach appropriately. The purpose of this review was to assist UNCDF and key partners in understanding the program's relevance, efficiency, gender mainstreaming, coherence, effectiveness, and sustainability; assess progress towards programme objectives and results in the inception phase; identify major challenges, factors that may have affected implementation, key lessons learned, and other emerging opportunities for future programming.
DFAT’s continued support to the full-implementation phase was dependent on the outcomes of a review of the inception phase. This two-step approach assists PDEP to respond appropriately to the needs of Pacific populations; confirms there is no duplication with other development programmes in this space; and seeks to ensure we are getting a value for money return on our investment.
