Responding to the Needs of the Most Vulnerable Population Affected by Disasters and Conflict through Emergency Relief and Cash Assistance

Summary of the Report

An independent midterm review (MTR) was commissioned to assess the achievements, progress, and key challenges of the Philippine Red Cross (PRC) ‘Responding to the Needs of the Most Vulnerable Population Affected by Disasters and Conflict through Emergency Relief and Cash Assistance’ for the period of March 2020 to December 2022.

The MTR cited, based on evidence gathered, the following key findings on the multiyear agreement with PRC:

  • The project has greatly augmented the overall COVID-19 response of the Philippine government. However, several operational challenges and gaps were highlighted for the prepositioning component, including timeliness of relief distribution, weak inventory and financial management, mismatch between items requested by local chapters and those delivered by PRC head office, and discrepancies in reporting.
  • The MTR recommends PRC review of internal procedures to improve the efficiency of the project’s management and implementation.

Summary of Management Response

DFAT focused on the twelve key recommendations (which summarizes all 33 recommendations) for the improvement of the Multiyear Prepositioning Arrangement, including recommendations for future prepositioning engagements with PRC. DFAT welcomes the findings and agrees with six of the recommendations, partially agrees with five, and disagrees with one. DFAT noted that some of the criteria and other recommendations were beyond the scope of the project.
