Solomon Islands Governance Program: Independent Review of Ombudsman Twinning Support and management response

Summary of Publication

This review assessed the twinning relationship between the Office of Commonwealth Ombudsman (OCO) and the Ombudsman Office of Solomon Islands (OOSI) and Leadership Code Commission (LCC).

The review found that the parties placed high value on the relationship and the partnership has improved the capacity and function of OOSI and LCC. However, it was less clear to what extent the partnership had led improvements in the Solomon Islands institutional integrity environment. Key challenges included limited resources and the low levels of capacity in the organisations.

Key recommendations include:

  1. continue with the twinning assistance but seek to strengthen the development impact of the investment;
  2. twinning assistance to be considered as a sub-component of the Governance Program to ensue availability of resources and use of other modalities;
  3. the next phase of investment to be designed as a development investment that focuses both on the relationship and development outcomes and impact; and
  4. Consider the establishment of a platform for OOSI, LCC and other integrity institutions to share information and improve coordination.

DFAT will consider these findings and recommendations during the design phase of the next Governance program, ensuring alignment with Australian and Solomon Islands Government priorities.
