Summary of the Report
An Independent Completion Evaluation of the Technical Assistance (TA) on Strengthening Public-Private Partnerships (PPP) in the Philippines (2011-2021) was commissioned to assesses the performance and results of DFAT's ten-year investment administered through the Asian Development Bank (ADB). The evaluation identified areas of future need in relation to PPPs, public financial management and broader infrastructure development, and options for potential Australian Government support through other development cooperation activities in the Philippines.
The evaluation found that the Program was effective program and highly valued by Philippine government partners. The evaluation recommended DFAT should continue to work in the infrastructure sector, building on its long-standing engagement and contribution. Ensuring robust approaches to partnerships, monitoring and evaluation and embedding political economy analysis would be important elements for future infrastructure partnerships in the Philippines.

Summary of the Management Response
DFAT broadly agrees to the set of recommendations that were provided for consideration in the development of a future program. DFAT sees value in the continued inclusion of infrastructure as a sector in Australia's development program in the Philippines and in building strong partnerships to deliver effective outcomes.
